RECOMMENDATION:
Recommendation
A. Continue the public hearing to the Board's Budget Work Study sessions currently set for April 27, 28 and May 9, 2017;

B. Conclude the public hearing at the May 9, 2017 Board meeting prior to adopting the CIP; and

C. Consider and address any comments received from the public for incorporation into the FY 2019-2023 Five-Year CIP.

SUMMARY:
The District's Draft FY 2018-2022 CIP proposes that 63 capital projects be funded and distributed among the following categories: 29 Water Supply, 17 Flood Protection, 8 Water Resources Stewardship, 3 Buildings and Grounds, and 6 Information Technology projects, for a total District planned cost of $3.6 billion. An additional $0.7 billion is anticipated to be funded by outside sources through cost-share partnerships and grants, yielding a total CIP value of $4.3 billion.

Over the next five years, the total estimated award of construction contracts is approximately $875 million, which will generate or sustain between 8,750 and 17,500 jobs in the private sector.

The Board reviewed the preliminary CIP on January 10, 2017, and approved the preliminary project list for each of the five CIP categories. Three projects will be closed and removed from the CIP. Two new projects were added to the preliminary CIP list are: Electronic Discovery Management System Project and Berryessa Creek, Lower Penitencia Creek to Calaveras Blvd - Phase 3 Upper Calera and Tularcitos Creeks design and permitting phases.
